The primary document is the akte van overlijden (death certificate), issued by the municipal administration — the gemeente in Dutch-speaking areas or commune in French-speaking regions. A certifying physician issues the medical declaration of death; in cases involving unexplained circumstances, judicial-medical authorities become involved. Embalming (balseming) and placement in a sealed zinc coffin (zinken kist) are carried out by a licensed begrafenisondernemer (Dutch) or pompes funèbres (French). The laissez-passer mortuaire — the permit allowing the body to leave the country — is issued by the municipality, while certain categories of remains may additionally require an export permit from FAVV/AFSCA (the Federal Agency for the Safety of the Food Chain). Belgium is a signatory to the Hague Convention of 1961, so all official documents are apostilled within the country. A certified Russian-language translation of all documents is also required. The Russian Embassy is located in Brussels and can assist with consular matters where needed. As an alternative, refrigerated road transport through Germany and Poland to Belarus is available — a distance of approximately 1,900 km and a transit time of around 20 hours.
