The death documentation process in Singapore is governed by several authorities and must be navigated carefully for timely repatriation. The official death certificate is issued by the Immigration and Checkpoints Authority (ICA) through its Registry of Births and Deaths, on the basis of a medical certificate from the attending physician or hospital. Where death is sudden, violent or unexplained, the matter is referred to the Coroner's Court, which may order a post-mortem examination; a Coroner's Certificate must be obtained before the body can be released for export. The Ministry of Health issues the Export Permit for Human Remains — a mandatory document for all international repatriations from Singapore. The body must be embalmed by a licensed funeral parlour, such as Singapore Funeral Services or another accredited establishment, and placed in a hermetically sealed zinc coffin within a wooden outer crate in compliance with ICAO and IATA standards. Singapore acceded to the Hague Apostille Convention in 2021, meaning all official documents can now be apostilled and are straightforwardly recognised in Belarus.
