Cambodia is a country with infrequent direct connections from Belarus, and every repatriation case requires an individual approach. We are typically contacted by families of Belarusian citizens who worked in Southeast Asia on contracts, entrepreneurs involved in the tourism business in Siem Reap and Sihanoukville, and relatives of Cambodian students who studied at medical and technical universities in Minsk and Gomel. Document preparation in Belarus begins with obtaining a medical death certificate from the State Committee of Forensic Examinations and a civil death certificate from the ZAGS registry office at the place of registration. Next, a body export permit is issued through the sanitary-epidemiological service, along with an infectious disease clearance and an embalming act. All documents are apostilled at the Ministry of Foreign Affairs of the Republic of Belarus, since Belarus has been a Hague Convention member since 1992. However, Cambodia is not a party to the convention, so additional consular legalization is required through the Embassy of Cambodia accredited in Moscow, followed by certified translation into English and Khmer by a sworn translator.
Logistics from Minsk National Airport (MSQ) to Phnom Penh International Airport (PNH) is built through major transit hubs. Optimal options: Belavia or Turkish Airlines to Istanbul (IST), then Turkish Airlines to Phnom Penh with a 4–8 hour layover; or via Qatar Airways Doha (DOH) onward to PNH; a route via Emirates Dubai (DXB) and then Bangkok Airways through Bangkok is also feasible. Total travel time including transit is 24–36 hours. Human remains are processed as HUM cargo per IATA standards, the zinc coffin is sealed in Minsk at a specialized funeral agency and placed in a wooden crate marked in English.
Upon arrival in Phnom Penh, the body is received by our partner funeral home together with a representative of the Russian Embassy in Cambodia (Belarus has no separate embassy in Phnom Penh; interests of Belarusian citizens are represented by the Russian consular department). Customs formalities at Phnom Penh airport take 6–12 hours: the apostille, consular legalization, embalming certificate and absence of prohibited items in the coffin are verified. After release, transportation to the burial province is arranged — Phnom Penh, Battambang, Siem Reap or Kampot. If a Buddhist cremation in a pagoda is required, coordination with local monks is organized.

Yes, a sealed zinc coffin is mandatory under IATA requirements for long-haul international transport of a body and under Cambodian sanitary import rules. The coffin is manufactured and sealed in Minsk at a specialized funeral agency, placed in a wooden transport crate with HUM marking in English, cargo passport and sanitary certificate. The Belarusian sealing certificate is recognized by all transit countries — Turkey, Qatar, UAE, Thailand. Air transport is impossible without a zinc coffin.
The apostille is issued by the Ministry of Foreign Affairs of the Republic of Belarus at 19 Lenin Street, Minsk. Originals of the ZAGS death certificate, medical certificate from the State Forensic Committee, sanitary permit and embalming act are submitted. Standard timing — 2 business days, expedited — 1 business day. However, Cambodia has not signed the Hague Convention, so an apostille alone is insufficient: consular legalization at the Cambodian Embassy (nearest in Moscow) is required afterwards. We handle the entire procedure.
Yes, accompaniment is possible and recommended under Buddhist traditions. A relative purchases a regular passenger ticket on the same flight as the HUM cargo. Belarusian citizens need a visa for Cambodia, issued online (e-Visa) in 3 business days or on arrival at Phnom Penh airport (Visa on Arrival) for 30 USD. Transit visas for Turkey, Qatar, UAE or Thailand are usually not required when staying in the sterile zone of the airport for less than 24 hours. We assist with all documents for the accompanying person.
Three visa options are available for Belarusian citizens entering Cambodia: e-Visa online for 36 USD and 3 business days; Visa on Arrival at Phnom Penh, Siem Reap airports or at land borders for 30 USD; full visa at the Cambodian Embassy in Moscow for long stays. A 30-day tourist visa is sufficient for a funeral trip. Children under 16 enter on the parent's passport. We provide an invitation from the local funeral agency and coordinate processing given the urgency of circumstances.
